While this module is focused on quantitative analysis for program evaluation or policy analysis, in this discussion forum we will have two separate options for considering the practical impact of evaluation approaches for emergency and disaster management, and the impact of research design and measurement issue in assessing the relationship between hazards, risk and impact in communities, as understood as a social vulnerability issue.

For Option A, we will consider two short essays on the relevance of evaluation to disaster and emergency management generally.

Review the following articles:

These are both relatively short papers. The first essay presents an argument of how evaluation enhances the several cycles or phases of managing emergencies and disasters. The second considers how evaluation practices should be applied to the specific context of emergencies and disasters.

If you choose to respond to Option A for the discussion assignment, please do the following: Offer your own assessment of both of these general topics in addressing two key questions. First, in your view, how important is solid, evidence-based evaluation work to effective emergency management practices — and why? Second, from your perspective, what is an appropriate basis for establishing evaluation standards around disaster or emergency management issues? IE, what should be expected norms of practice in terms of evidence-based decision-making around EM or homeland security policy and management issues? These are relatively complex questions – so please offer your own assessment on how one might meet these challenges.
