I wrote to Ms. Mundy last night that her citation would be dismissed because, based on the description of what occurred, she was standing and not parking. I will forward that email to you after this one. I have now received the email below from another non-resident. Do you know the facts of his case? He claims it is the same as Ms. Mundy’s.

Email 2: My name is Adam Thompson, and I am a UPES parent who was
ticketed by UP police while dropping off my son at school on September 5, 2023,
at more or less the exact same time Kara Mundy was ticketed, for the exact same
thing, which, according to the email I was forwarded below, is not parking and
thus should result in the ticket being dismissed. Like Ms. Mundy, I contested
the ticket and requested a trial. So I assume that the information below about
the ticket being dismissed also applies to me, but I am writing to ask that you
please confirm in writing that my ticket also will be dismissed and that I
do not need to attend the hearing.

Email 3: Ms. Mundy:

I have reviewed your citation with the Chief and I understand that you have requested a trial. As a result, the court will hear the case. It has been determined that your citation will be dismissed, as your vehicle was standing and not parking. The Town will appear through the officer and dismiss your citation. There is no need for you to appear.

With respect to the larger question, the area is marked as no parking. Stopping to allow a child to exit the car is not parking. Stopping and aiding a child in exiting the car is not parking if the parent does not leave the car. Stopping to assist a child to exit the car, and then walking the child into the school, or past the curb, is parking and will be cited, regardless of why this is occurring. If a child requires special assistance to exit the vehicle, then the parent should access the zone on Queens Chapel Road. There are many drivers trying to drop off children to the school in the morning. The drop off area was designated to allow for quick exit of students and to avoid the issues with parents parking cars in front of driveways on Underwood and in the street to drop off their children, creating gridlock. The Police Department is attempting to balance these competing interests. We understand that there was a meeting about this issue within the past ten days with the parents and the school which did not involve Town personnel. If there is something in addition that the school wishes to suggest, the Town is certainly willing to consider other options. Town police can also cease any activity in the area if the school no longer wishes police assistance, although our understanding is that this would result in extensive backups on Underwood, which has happened in the past.
