History: ” The most significant drug use surge occurred during the “crack epidemic” between 1984 and 1990 when the drug spread across American cities. The crack epidemic dramatically increased the number of Americans addicted to cocaine. In 1985, the number of people admitted to using cocaine routinely rose from 4.2 million to 5.8 million. This resulted in social consequences, such as increasing crime and violence in American inner cities and neighborhoods. Due to this situation, policymakers seek solutions for the ongoing opioid epidemic. In 1986, the U.S. Congress passed laws that created a 100 to 1 sentencing disparity for the possession or trafficking of crack compared to penalties.”
